Yes, it's possible to get herpes without having intercourse.
You can catch herpes and other stds through oral sex.
All it takes is active virus present on the surface of the skin and some
skin to skin rubbing.

The latest NHANES survey in the US indicated about 3% of the population
that had never had any sexual partners had HSV2. Now my guess is that a
fair few of them may be those with HSV2 in the oral site but still that
suggests a fair number of genital transmissions without sex. Ulimately HSV
is a virus that likes contact, but not necessarily full sexual intercourse
level of contact. Add to that the possiblity of cold sore to genital
transmission of HSV1 and al sort of possibilties arise.
So I guess the quick answer is going to be yes.
