vaginal fluid entering the uretha of a penis does it cause heat

I am wondering if vaginal fluid entering the uretha of a penis that had
a condom on but slipped off for about 10 seconds would cause heat, as
in the kind of a heat sensation during puberty, would ejaculating a few
minutes later and urinating have any effect on std's as in lowering the
probability?

I have no clue about the answer to your first question. Are you
talking about a burning sensation?

Depends on which std you're referring to. Might make a difference in
certain cases, maybe (like Chlamidia, etc).

As for Herpes, I doubt it'd make any difference in transmission risk.
Herpes is more likely transferred to the outer skin of a male rather
than the urethra. Skin rubbing against skin is its prefered method of
transfer.
