How much can IOP fluctuate?

I went to my optometrist for my new glasses, and they said the IOP in
my left eye was 43, and 31 in my right.  They tested twice using the
air puff and the blue light test.

I was scheduled with an opthamologist (about 2 months later) who ran
various tests, and said the pressure was about 25 in each eye.  I also
had no nerve damage or apparent loss of peripheral vision.  He took
pictures of my optic nerve and I am going back in 2 weeks for a more
in-depth peripheral vision test and some other optic nerve check they
said was higher tech.

Im not on any drops or medication for the IOP.

My question is, can the IOP fluctuate that much??

Also, when he was examining me, he said each eye was .3 which "isnt
BAD..." according to him.  What was this?

Pressures are not the problem. The SKILL level of the person taking
the measurement is probably the reason for the discrepancy in
measurements.

I am by no means an optomologist butpersonally my pressures being checked
by a glaucoma expert varied from 30 to 12. Not on the same day of course.
Even then my understanding is that they can vairy to a fair degree. As for
the .3 I am almost certain that is the cup to disk ratio which means it is
normal. The higher the number (max of 1) the worse.
