Or to put it another way let's save money. The report seems to be suggesting
that money is more important than health - again!

The report isn't suggesting anything of the kind.
It's saying "value for money" in health matters is important.
The paper is from the Cochrane Library which is an independent body which
reviews medical evidence objectively and does nobody's bidding.

This sentiment is often quoted here and always disapprovingly.  A more
exact expression would be that other people's money (i.e. taxes) is more
important than your health.  This is mostly true.  Too much bad health,
too little money.  Hence, NICE...  who will always be wrong because
someone's health will always be disadvantaged by their decisions.
