Yes, as in most of their search enjines google uses the prefix "-" to
say which search terms not to return. When in the search enjine for
newsgroups use this:
alt.support.diabetes -chung
would return a list of messages excluding the above term.

No. That's another Usenet standard that has not been made available to
people who use Google Groups as their primary access for contemporary
reading & posting.

You can request this of Google Groups. You can gain alternate access either
through your ISP or a free server or a nearly free server or an all-out
commercial provider of Usenet, with a full featured newsreader that will
allow you to filter.
