It seems keeping glucose spikes as low as possible is a worthy goal for all
of us. Along those lines, I wonder if one way is to eat low glycemic indexed
carbs in small portions several times per day. This approach is in contrast
to the carbs with a meal approach. The goal is to consume the same number of
grams of carbs but with several smaller, gentler spikes than will happen
with a large portion of carbs at one time (a meal). Any thoughts?

Your idea is a very sound approach. Many of us do not eat the standard
3 meals a day, but instead eat 5 or 6 times per day spreading out the
calories and carbs to keep spikes minimal.

Apparently, there is some new doubt about the glycemic index

Exactly right.
If you are diabetic, the odds are that you have a weakened glucose
metabolism system and a vigorous glucose generating system (i.e. your
unimpaired digestive system). You have to "handicap" that vigorous
digestive system to give your glucose metabolism a fighting chance.

Don't ask us, ask your blood sugar meter!
Try eating that way and see what kinds of numbers you get 1 and 2 hours
after eating. The answer will tell you whether that strategy can help
you meet your blood sugar targets.

This might work if you're not on insulin. But if you're taking
insulin, the action of your bolus insulin and your meals have to match
up.
