My apologies for posting the original message.  I did not realize there was
a policy against posting a service related message.  I now see how one would
find the "group charter" or faq as you pointed out... thank you for this
information.  I will no longer be posting to newsgroups of this type in the
future or any other newsgroup where this type of message is not permitted.
