I normally drink a quart of milk a day, and I've been looking for a
substitute for milk that tastes pretty much the same but has
significantly less carbs. I've found a vanilla-flavored whey
protein powder that has only a couple grams of carbs but like 22 gm
of protein. It tastes ok mixed with plain water. Not good, but ok.
Is there any reason why this wouldn't be a good replacement for
milk? Well, other than having less calcium, but that's easily taken
care of.

Make sure it's the unsweetened soy milk. You can add sweetner to it.

There is a lower carb coy ilk, about 5 grs of carb for an 8oz serving. It
is unsweetened soymilk. apparantly, to tryto duplicate the tste of milk
sweetener is added to the soy milk. I use it in cooking and add exta
non0nutritive swetener tot he recipe. I imagine you could do the sme with
the plain liquid to get something close to milk.

22 gm of protein is the same amount of protein in 3.6 ounces of meat. If
your doctor hasn't told you to avoid eating over a certain amount of
protein because of severely damaged kidneys, there should be no problem.
One ounce of a protein-containing meat or cheese contains about 6
grams of protein.
There's also a product called Carb Countdown made by Hood, which is a
low carb milk where they've taken out the lactose and replaced it with
sucralose. It's a nice substitute for milk when cooking. I don't drink
milk plain (never could stand the taste) so I can't say whether it
tastes as good. The chocolate Carb Countdown is delicious.

They're injured by glucose, not protein. You probably got your doctor
right, but he got it wrong.
