Would this be worthwhile for someone who only gets a professional
cleaning once a year?

Stick your head in a self cleaning oven and set the timer.
Crawling in is better.
Your teeth will sparkle just like the oven !

Yes.
Worthwhile? That depends on the skill of the user. A good scaling tool is
difficult to find. They also wear out because the stainless needs frequent
sharpening.
A very good hygienist is preferable but I often do spot scaling to my lower
teeth.
After buying a Sonicare brush very little buildup happens any more.
It's easy to damage your gums or contaminate them and get an infection.
Be very careful and use mouthwash right after as a deterrent.
I know someone who claims to have extracted their own tooth , ahhh no
thanks.
