Can the stain left by a remineralized arrested carie be bleached out?

Unfortunately, the answer is no.
There is an actual chemical structure difference to remineralized/
demineralized enamel which alters the way it reflects light. If you
bleach the teeth, there will still be a difference in the appearance,
although your teeth will be lighter overall.
