I am in need of some help.

The local anesthetic that my previous 2 dentists used caused me to feel
nauseous, clammy, have an elevated heart rate and wore off in about
10-15 minutes.  From reading other posts I see that allergies to local
anesthetics are rare, but if I am not allergic to the anesthetic, what
is causing the symptoms and short effectiveness and how can I
effectively address this issue with a dentist so that there are no
surprises?

Any help would be greatly appreciated since I have recently moved and
am trying to find a new dentist that can work with this problem.

You are probably reacting to the adrenaline in the anesthetic solution,
rather than the anesthetic itself.  An allergic reaction would be more
like hives, itching, sneezing, perhaps swelling of the lips and tongue.
The shortness of the anesthetic is a bit unusual.  But if you had a
couple of injections that inadvertently entered a blood vessel, it would
explain both your symptoms and the short duration of numbness, since
much of the anesthetic in this case would have been carried away from
the nerve.
I recommend that if this happened esp. in the upper jaw that you avoid
anesthetics with vasoconstrictors, such as adrenaline.  The numbness may
not last as long, but if the injection is given correctly it should last
long enough for all but the longest procedures, and you'll avoid the
symptoms you suffered.

Stress.
Valium.

(Have someone else drive you to and from the dentist.)

Not a dentist or doctor. I don't advocate drugs, I just prescribe
them.
You can't shout down a troll.
 You have to starve them.
