Between one of my teeth near the top front these is a hardish spot
between the gums and when I floss I can feel the hard skin and it bleeds.

If I don't floss it is not irritated at all. Is there a name for this
piece of skin? Thank you.

Have your dentist or hygienist check how you are flossing.  The pink
wedge-shaped piece of gum tissue between your teeth is an interdental
papilla.  The floss should be rubbed up and down against the tooth, not
straight down into the papilla.
