Is this technique reputedly  as claimed here ?

Is it something that would be taken seriously for example by medical
authority , organisation here in the uk as evidence of cranial damage
or lesions such as this Doctor describes  ?

No, it's a quack site. Though it may be effective as far as placebo
effects go.
