Common Pseudoephedrine Products

Common cold products including, but not limited to Sudafed®, Tylenol®
Cold, Advil® Cold, Drixoral®, Benadryl® Allergy & Cold Tablets,
Robitussin® Cold Sinus & Congestion, as well as many generic brands.

Retail Thresholds

The Methamphetamine Anti-Proliferation Act (MAPA) limits the
thresholds of pseudoephedrine drug products to 9 gram single
transactions with the package size not to exceed 3 grams.

Nine (9) gram single transactions Three (3) gram per package
. 120 mg. Pseudoephedrine HCL = 92 tablets . 120 mg. Pseudoephedrine
HCL = 31 tablets
. 60 mg. Pseudoephedrine HCL = 184 tablets . 60 mg. Pseudoephedrine
HCL = 62 tablets
. 30 mg. Pseudoephedrine HCL = 367 tablets  . 30 mg. Pseudoephedrine
HCL = 123 tablets

Common Methods of Diversion

o Smurfing involves the retail purchase of sub-threshold amounts by
organized groups of individuals that either send in multiple
purchasers into the same location or visit a large number of different
locations.

o Shelf Sweeping occurs when individuals or groups remove all the
shelf stock and exit the store, similar to a "smash and grab"
shoplifting technique.

o Shoplifting occurs when individuals remove stock from the shelves
and exit the store without paying.

All of the above methods can be prevented by limiting access to
products or by utilizing mirrors or other surveillance equipment such
as cameras.

The 9 gram limit is within 30 days.  I can't think of many normal situations
where someone would need more than 9 grams of pseudoephedrine per month.  If
you do, you might want to consider a prescription based alternative...

I don't know what the laws are in all states, but here you can only purchase
two boxes of pseudoephedrine products at a time.  Most manufacturers are
only offering their products in smaller quantity boxes, so buying more than
3 grams per package is very uncommon.  For example, Claritin-D 24 hour comes
in a 10 tablet package that has 2.4 grams of PSE total.

This can happen, but store managers do catch on to this often.  I don't know
the laws everywhere, but here you have to show an ID and sign a log book
before purchasing these products.  It doesn't cut out illegal purchasing all
together, but it definitely helps.  My main complaint is that there is not
an efficient way to compare log books from store-to-store.  A better
solution would be some kind of computerized/online logging method.

Again, I don't know what the laws are everywhere, but here and elsewhere it
is mandatory that all pseudoephedrine products be placed behind the counter
(inside the pharmacy) where they can only be purchased upon request.  This
is an annoyance, especially if the pharmacy closes before the main store
does, but it does pretty much eliminate shoplifting.

Also, many pseudoephedrine products have been reformulated with
phenylephrine.  Phenylephrine is more potent and thus the dosage is less
than that of PSE, but it still acts as a decongestant.  One thing to be
aware of though is the major side effect of raising blood pressure.
Pseduoephedrine will cause an increase in blood pressure, but phenylephrine
will cause an even greater increase in blood pressure.

But here's the real interesting thing:  For some reason, meth-produces can't
use pseudoephedrine liquid gel caps, so the liquid gel cap form of the drug
can still be stocked with the regular cough and cold medications and sold
without the 9 gram limitation.

Alright, I'm going back to studying now............................
