Electronic Anaesthesia

Long, long ago in a country far, far away, some scientists stumbled
upon a form of general anaesthesia that they induced electronically.  I
think it was discovered in Russia by Neurologists long before the
collapse of the Iron Curtain.  As I recall, this general anaesthesia
induced a very efficient sleep, where one hour of anesthesia was as
restful as ten hours of natural sleep.

Can anyone give me a handle on this?

I don't know if you're talking about TENS (certainly not a general
anesthesia) or the electric chair, whose general anesthesia is very deep
indeed.
