canadian dental exam for foreign trained (but us certified) dentist

Hi there,
my husband is a dentist trained in S.Korea. He completed the board
exams in Los Angeles almost 2 years ago. He has a California Dental
License the same as any other graduate. However, he would like to be
certified in Canada as I am a Canadian and would like to move back
home. In all our research I can't seem to find a way for him to take
the board exam as a US certified dentist rather than a foreign trained
one. Why, if he has a California license are his credentials based on
his school in Korea?? Is there any way around the 2 years of school in
canada?? This is just not an option for us.
