Texas having performed their duties and granted Jerry E Bouquot a
license and employment funded by the taxpayers of the State of Texas
appear to have implicitly endorsed the treatment of NICO at the
University of Texas.

If you think you may have NICO contact the University of Texas so that
Bouquot et al. can determine if you have NICO and treat it.
