Sometimes a person not answering but responding with another another question or non-response, is sometimes more significant than an answer because it shows the person does not have an answer or recognizes their answer is not supportive of their side or is an attempt to be what they think is "smart and clever" to avoid answering. Most people can figure out what another question or non-answer really means.
