The daughter of former Rockingham County Commissioner Winfred "Wink" Hoover, Campbell was sentenced Thursday to 90 days of electronically monitored house arrest and ordered to complete 75 hours of community service and pay $300 in fines. "I'm glad she didn't get an active sentence," said Daniel Bailey, Campbell's lawyer. Bailey presented all of the evidence he could on Campbell's character, hoping for the lightest sentence possible, he said. Bailey said Campbell, a single parent at the time, made a mistake and "she's done everything she could between that time and now to correct it." Campbell took $21,215 from the Early Childhood Center at Western Rockingham Middle School between Nov. 1, 2000, and May 31, 2004. A member of Campbell's church repaid the money after Campbell resigned her position as the center's director in 2004. She now teaches at the private Stone-Eden Christian School. Bailey said that Campbell's sentence allows her to continue working. Celeste Bailey, the principal at Stone-Eden, said Campbell's employment won't change. "She's still an excellent teacher," Celeste Bailey said. "I've had calls from parents saying 'She's not leaving, is she?' " The case has garnered public interest partly because of Campbell's family and the way the embezzlement was reported to investigators. Though the school district realized the center was missing money in a May 2004 audit, Walter Bromenschenkel, the now-retired Rockingham County Schools superintendent, didn't report it to law enforcement. The Rockingham County Sheriff's Office began an investigation in January 2005, only after Richard Moore, publisher of The Neely Chronicle, a satirical Rockingham County newspaper, filed a complaint. "There was an embezzlement and it should have been reported to law enforcement in a more timely fashion," Sheriff Sam Page said Friday. "It was a pretty obvious violation of the law." Bromenschenkel has said he decided not to report the incident because the money was repaid. Other circumstances of the case caused delays in Campbell's trial. Rockingham County District Attorney Belinda Foster requested a special prosecutor after she said Campbell's lawyer intimated in court that his client was being treated unfairly. Then, prosecutor Dean Bowman, an assistant attorney general for North Carolina, was unable to be in court to start the trial because of high gasoline prices in September. The governor ordered state employees to curtail travel, so Bowman couldn't drive from Raleigh.
