Doctor refuses to renew prescription for atenolol. Ethical and good or not?

My question is simple. Do you think it ethical, wise, and correct for a
cardiologist to refuse to renew a prescription for atenolol because his
patient has not been back to visit his office since a six week
post-stenting procedure a couple of years ago? Is this man doing good
or harm or something in between the two? Readings, all normal and low
for BP and total lipids were periodically sent to his office from free
checkups given from time to time elsewhere.
