Is there an accurate method for determining the amount of narrowing in the
carotid and vertebral arteries ?or does an angiogram have to be performed
?(Like the heart one)

Yes...I recently had a sonigram test of my carotid arteries at a local
health fair.  Took less than 5 minutes, with no invasive procedure.

Hi Paul,  I've just had an MR Angiogram to do just this after a
stroke.

I haven't seen the results yet, but some of the examples I've seen on
the web look very detailed.  You can get more information here..
