Those darned bureaucrats just insist on using their jargon and gobbledygook to
hide the truth from us, don't they? And then they try to confuse us even more
by blaming the "drought" (we regular folks always called it a "dry spell") on
water delivery infrastructure problems instead of lack of rain.
Therefore wiser and more blessed to reduce water use to two hins [Exodus 29:40)
for each family member's personal needs each day, with a limit of one cor
(Ezekiel 45:14) for each family.

Notice what Chung is doing in the above sentence.
He's denying that there is any natural drought, and pretends that the low
level of the reservoirs in the area developed becasue of water USAGE being
too high.
In his deteriorating mind, this lets him evade the charge that his antics
have caused the "god(s)" he grovels to, to punish the region with drought.
**He's lying (again).**
If his god "beliefs" were true, would he have to lie?

This is a reference to the volume of oil and wine to be mixed with a tenth of an ephah of fine flour for a drink offering and not a reference to water use.
