Anyone heard of targeted low dose chemotherapy?

Could this procedure for administering low dose, targeted chemotherapy be
the way to kill cancer while eliminating the risk of death by chemotherapy?

Although it has been around since 1932, the therapy appears never to have
been tested in scientifically designed clinical trials.
