My interpretation, is that Americans are no longer be able to post with out disclosing  their correct name. Usenet is international, which I would think it is unworkable. Interesting with so many  posting with little information

It's probably unconstitutional anyway, and if anyone tried to enforce
it, they would face a legal challenge.

The reasons for non-disclosure of ID put forward in the article are
pretty weak, the main routine reason why people don't want to disclose
their true identity is to avoid spam.  Let the law provide protection
against spam before demanding identities.
