Fair question.  I never saw this kind of spam before Bush.  I doubt
Kerrry knows about this. He has bigger fish to fry.

Bush should be judged on his record here.  The 'Publicans have been
weak on stopping spam in general because many of them view it as a
form of advertising.  The Demo's have been somewhat more tech aware
and more anti-spam, IMO.

There was spam before Cantor & Siegel.  Lots of religious spam,
for instance.  They were the first ones to turn it into a commercial
tactic *and to maintain there was nothing wrong with spamming* though.
And they found a clever way of getting to worldwide newsgroups that no
previous spammer reached.
