I dont know if they can or not, but they have an email to report it so it
dont hurt, it just gets on my nerves, between my own email box and news
groups i am so tired of spam, cross posts, and all the other garbage you
have to see everyday because people dont have nothing better to do..
I also report to spamcop, i think they list the ip address

If he is selling products in the U.S. with specious claims (as he appears to
be), then the Federal Trade Commission can stop that. They have "Memoranda
of Understanding on Mutual Enforcement Assistance" arrangements with the
U.K. and other countries, that will allow the prosecution of egregious
misrepresentation of products.
