HFA inhaler not as effective?

I have been using Flovent with a spacer for a number of years and it had
been working just fine.  Now they will only give me Flovent HFA, which I
still use with a spacer per their recommendation -- but it really does not
seem to be working as well.  Glaxo even sent me a replacement for the first,
which worked only somewhat better.  I now have a constant nagging mild cough
and tightness in the chest.

Any suggestions?

Don't use the spacer.
