i was wondering can a doctor go in and scrap arthritis and clean it up
where a person don't have so much pain???

Yes,,, for some conditions of the joint. They will clean up the ball of
the hip joint and they can also do that for the shoulder. The best move is
to see a Rheumatologist for the answers to you problem before the need to
do what you suggest is needed.
