I used to rest my elbow on my desk for long periods at a time.  Now if I
flex my arm really fast and hard I can feel something go down my left two
fingers, a tingling sensation.  It doesn't hurt, yet, nor does it go numb,
yet.  At this point and stage, what type of exercises could I do to
strengthen the elbow/tendon/nerve area?

It is not about exercise, really. For carpal tunnel or mubital tunnel
there may be a nidule that is impinging on the free movement of the
tendon, hence the "tunnel" asspect. If it is not advanced, a shot of
cortisone to the area may help.
