The Boogie Men were actually Indonesian pirates who
preyed upon the East India Trading Company vessels.
Quite a bloodthirsty bunch, so the Boogie Man was a
distinct and actual threat known to the English, Dutch,
and Portuguese who traded in the Indonesian archipelago.

Given the activities of the EITC, both "versions", it could
be interesting to find out just how much EITC propaganda was
involved here, justifying their own questionable "practices"
etc.
