I understand.  Kind of like the dems. did to the Soc.Sec. trust fund.  Used
it for something else.

How else is So Cal going to rip off more money from No Cal?

We have to drive further and our roads really suck.

Precisely; one example of the progeny of Prop 13 and California's
antique initiative process.  Ironically, when it was established a
century ago it was intended to give the citizens more power to
override the legislature--but that was before special interests were
so strong.   I mentioned both politicians and voters.  We've had a
whole lot of initiatives and legislation misdirecting or locking in
funds that need to be allotted based on by statewide priorities.
