Precisely; one example of the progeny of Prop 13 and California's
antique initiative process. Ironically, when it was established a
century ago it was intended to give the citizens more power to
override the legislature--but that was before special interests were
so strong. I mentioned both politicians and voters. We've had a
whole lot of initiatives and legislation misdirecting or locking in
funds that need to be allotted based on by statewide priorities.
