Question on disability

Don's citation was a complete quote from the California Vehicle Code.
That is what the law say.

Not a portion of the handbooks DMV hands out.

I don't know what "salutatory language" means, but information
and explanations in the handbooks DMV passess out (which is
what you quoted) cannot be taken as statutory.  I noticed that
your post did not include a section of the CVC to back up the
statement.  And nowhere in CVC could I find what you posted.

Only the codified sections in CVC are statutory.

"Travel parking placard for nonresidents who plan to travel in
California and are a disabled person or disabled veteran. Valid for up
to 90 days or the date noted by your physician on the application,
whichever is less.

Again, the fact that this is available, perhaps to someone that never drives
in their home state so doesn't have a placard.  Perhaps to someone who has
plates and isn't bringing their car.  Perhaps to someone who has a placard
but lost or forgot to pack the darn thing, doean't mean it is required of
someone who has a valid placard from their home state with them.

No where do I see anything that says every non-resident has to get one while
they are here.
