ahem...to those who don't know - the blue star program has been around
for many years
it provides an identification placard [literally, a big blue star easily
seen from a distance] for the home/house window. where showing, children
know that they can approach that home for assistance when in need -
stranger in the neighborhood, lost dog, almost anything.
when i was president of a local kiwanis club we sponsored this program
for our region - in the first year caught two back-door robbers, gave
haven to many latch key kids whose parents were late getting home, and
more scraped knees and elbows than can be counted. and a passle of stray
dogs.
small towns have done this without any formal organization for
generations, but in more 'urban/suburban' environs, it's a great way to
be a community.
