It's difficult to tackle stubborn landlords, especially
in a single family residence. Apartment renters
have better leverage because their units are
subject to annual licencing and inspections.

From my experience, landlords don't do anything they don't have to do.
All they want is someone living in their houses/apartments, and they
could care less about anything else. I'm so glad I can get an apartment
in a complex out here in Washington. In NYC I was always stuck with
renting an upstairs of a two family with the landlord below me. And they
were the type who wanted the money but didn't want any noise (which
included walking on the floors).
The only way you can get them to admit there is a problem is by getting
an electrical inspector in there. Call the county and see if they have
someone they can send so it won't cost you money. Or perhaps they can
point you in the right direction.

jo, just a quick word of caution about calling an inspector. There is
always the risk in a rental that if the wiring is bad enough to be
replaced it can be considered dangerous enough to shut the place down
until repairs are made. That might backfire if your landlord isn't
willing to rewire the entire house and you could get stuck with no
electricity for an extended period.
I had this happen in chicago many moons ago in an old loft i rented.
December in chicago without elec. is not pleasant. I ended up borrowing
power from the next building with heavy duty extension cords. I was
young and all was well. Wouldn't want to deal with it these days
though.

I am in the same boat and frankly there are two windows I would rather
be replaced first which are totally broken and won't stay up without a
block of wood holding them up and probably that window shade that I have
to leave partially up in our bedroom because get it to stay up during
the day is a two hour ordeal otherwise. Ah rentals...

Oh Duckie,
I sure hope you can get them to do something about all that you are dealing
with. I feel for you sweetie.
That is one reason I didn't like being asst. manager and manager when I did
work that job, the owner didn't want to do anything for the tenet and if he
did it was the cheapest way out. It didn't take care of the problems but
said, hey I did something. It is sad. I know not all owners are like that.
When we lived in the condo, the landlord took care of everything right away.
