Controlling heating.

Hi all,
 My gran (87) lives in sheltered housing ( Scot. UK) but there is not a
resident warden. Mum (62) stayed there nearly all last winter and she can't
really cope with that again this year.
   Gran often turns off the individual radiators and even tries to turn of
the heating all together ,to save money as she says she can't afford the gas
bill (she hasn't even seen a gas bill in about three years).Was wondering if
anyone had an addy for a site that dealt with these issues (believe there is
some sort of "lock" you can put on radiator thermostatic valves and the
thermostat for the heating)?

Wish I could help.  When I went to my parents' townhouse following my
father's sudden death, it was unbearably hot.  The thermostat had been
pushed up as far as it could go (over 95 degrees).  It couldn't be
turned down.  I suspect my mother, who had Alzheimer's, turned it up
that high and my father, probably in the early stages, didn't have it
fixed.

Depending on the type of valve, you *might* be able to remove the
handle.  Although my experience with radiators is limited to my late
Grandmother's house in Toronto, ON, Canada.  If I knew what the handle
looks like, I might be able to help more :)  Can you post a picture on
a website or something?  Does the handle have anything you could put a
small padlock on (i.e., to limit the range of the dial)?  As for the
thermostat, keyed cases can be installed to prevent 'tampering'
(usually used by employers).  Call up your local plumbing/heating
supply store.

sounds like it's time for your mum to be looking for a nursing
home for gran.  if she'd doing that kind of stuff, she's probably
not safe at home and should be in a fully assisted living
situation.
