Thanks for all the advices. From the angioma picture on the web page
above, the red/brown blood vessels look similar to the sympthom of my
nephew. But something not common is the abnormal vein growth, like the
vein clot that we see on lower leg (Deep-vein thrombosis). When I
touch on the infected area, I can feel the vein. Could it be something
else.
His parent has sent him for CT scan, we are waiting for report. I want
to get more opinion here.

..it sounds like your nephew has a combination of a "Strawberry hemangioma"
and a "Cavernous hemangiomas".
One of our twins was born with a hemangioma (spelling) on his back. It
doesn't have the red/black surface spots but does have a deeper vein like
structure. The doctors said they usually dissapear on their own but can take
a few years.
