How to get health care without insurance for a foreigner

My mother is visiting me from another country. She is 62 years old and
does not have any heath insurance (do not know how to get it).
Yesterday she went to Rite Aid and did a blood pressure test and found
out her blood pressure is as high as 200/95. Very high! She had
hypertension for a while but never knew it developed so bad now. This
explains why she keeps getting headache and dizziness recently. My
mother is very depressed and I am very sad. She is especially worried
about emergency situation. Could anybody kindly tell us how we can get
emergency service without any insurance and what the procedure is?
Could she get rejected because of no insuance? We would like to pay
the expense but I am afraid that no hospital will take her. We live in
San Jose, California. There is a Kaiser Permanente nearby. Thank you
very much!

1. IF there is an emergency, one need only walk in the emergency room
entrance.
2. There are dozens of good procedures, supplements that will lower blood
pressure if it is simply high blood pressure.  Do a search on the internet.
Do some reading.  You should anyway, even if you go to a doctor.
