Here's another article bitching about HIVAIDS funding cuts.
I particular like the quote from Mulhern-Pearson, who appears to be
complaining the cuts will lead to California losing its status as the
US' HIVAIDS capital.

I've long advocated strict funding limits for HIV/AIDS programs, as an
incentive for health officials to contain the disease instead of
promoting it in hopes of increasing their budgets.
The current funding model has perverse incentives, by increasing
funding for each new HIV patient added to the system. My proposal
would be to set a fixed budget, forcing health officials to treat all
HIV/AIDS cases within that budget, and allowing them to keep whatever
money is left over. No longer would the health department allow
highly promiscuous patients to roam free to spread their virus, adding
new patients that would deplete the treatment budget.
