The incidence and prevalence only include known HIV carriers. There
is no way to determine how many people with HIV who haven't been
tested have transmitted it to others. And there is no way to tell
whether someone who has tested positive for HIV contracted it from a
known or an unknown HIV carrier.
Testing the transmission rate for known HIV carriers is unethical,
because health authorities have to allow them to transmit the virus to
see how infectious they are. Allowing a known HIV patient to continue
f.cking an HIV-negative person to test how contagious the virus is
should be a criminal offense.
