Incidence. Prevalence. Transmission rate.

Incidence is the number of new HIV infections in a given year (say, in
the US).

Prevalence is the number of people living with HIV in that year (say,
in the US).

Transmission rate is incidence divided by prevalence (and then
multiplied by 100)….this tell us, for every 100 people living with HIV
in a given year in the US, how many transmission are there to HIV
negative partners.

The incidence and prevalence only include known HIV carriers.  There
is no way to determine how many people with HIV who haven't been
tested have transmitted it to others.  And there is no way to tell
whether someone who has tested positive for HIV contracted it from a
known or an unknown HIV carrier.

Testing the transmission rate for known HIV carriers is unethical,
because health authorities have to allow them to transmit the virus to
see how infectious they are.  Allowing a known HIV patient to continue
f.cking an HIV-negative person to test how contagious the virus is
should be a criminal offense.
