Presumably the HIV business isn't paying very well these days, so they
have to subsidise their income in other ways.

Yes, I realise these tests are free, however the THT is a charity
which receives money from various places, including government
funding.  They have to be seen to be doing something, which is proving
to be a bit difficult now that the wheels are starting to fall off the
HIV bandwagon.
