Women account for 26 percent of new HIV/AIDS diagnoses across the
nation. In Florida, cumulative AIDS cases among women represent 32
percent of the total, according to DOH. Of persons newly diagnosed
with HIV in Florida in 2007, 29 percent were women.

In the United States and Florida, minority women are
disproportionately impacted by HIV/AIDS. Black women make up 67
percent of female HIV/AIDS cases, while white and Hispanic women
represent 18 percent and 13 percent, respectively.

My guess would be a propensity for anal sex,
and therefore more bleeding, in the highly
impacted group.

Possibly.  It's arguable that women get any physical enjoyment from
sex, so it may not matter to them whether the man enters through their
front door or back passage.

Presumably heterosexual anal sex could be wide-spread amongst blacks
as a form of contraception.

This does make me wonder why the HIV and AIDS bandwagons don't target
this behaviour.  We often hear about vaginal condoms, seaweed gels and
lemon dousing to combat HIV within black communities, however rear
ended sex is something that's hardly (if ever) mentioned.

Perhaps anal-sex activity is just beginning to be
targeted?...

  http://www.coolnurse.com/anal_sex.htm

"It's important to remember that HIV can be
transmitted through anal sex, especially anal
intercourse. In fact, the risk of HIV transmission
is greater than it is in vaginal intercourse because
the lining of the rectum tears more easily than the
vagina. The resulting skin breaks and bleeding
increase the possibility of the transmission of
bodily fluids containing the virus that causes AIDS.
For those who choose to engage in either vaginal
or anal penetrative sexual acts, using latex
condoms is the best way to reducing the likelihood
  of HIV transmission.

"Condoms are excellent for preventing the
  transmission of sexually transmitted diseases,
including HIV/AIDS. Condoms MUST be made of
LATEX to prevent STDs! None of this lambskin stuff
  please!"

However, I did note the scarcity of statistics on this
page as compared with an article it links to titled
"HIV and Women"...
