There's a similar situation here in the UK.

There's a special form which doctors give to people who are expected
to die within six months called DLA1500.  They're like gold dust and
the whole of the UK's state benefit system opens up to anyone who is
lucky enough to have one; they're gateways to receiving thousands of
pounds of free cash every month.

In the 1980s and 1990s doctors gave out DLA1500 forms to people
diagnosed HIV+ like they were confetti.

Recently the UK government has realised that there are thousands of
HIV+ people who were expected to die within six month and have been
receiving welfare support for over a decade.

Of course the penny has dropped and their cases are now being
reviewed.  And people who have been living good lifestyles on the back
of HIV are being asked to prove they have a disability.  As you can no
doubt imagine, there are a lot of people who are very unhappy about
this situation and HIV forums are abuzz with HIVers swapping tips
about how to fake illnesses.

As I've pointed out before: everyone involved in HIV has a financial
incentive to keep the HIV myth, or dream, alive.
