Bureaucrats from committee to control HIV and AIDS

Bureaucrats in Nepal have formed a committee to control HIV and AIDS.
So that's that.  Gosh, if only all of live's problems could be solved
so easily.

Nepal is a territory of China and this lofty-sounding committee
reflects Beijing's HIV policy.  Beijing mandates a reduction in
Nepalese HIV cases, a committee is formed with the power to levy
taxes to fund local HIV prevention programs, and the committee
members face execution for failing to reduce the HIV infection
rate.  Members of a similar U.S. committee get pay raises that
reflect the greater responsibility of managing an increased HIV
infection rate, so they have no incentive to prevent the disease
at all.
