So the WHO wants to employ an army of HIV stormtroopers to ensure the
HIV/AIDS message is kept alive.
That's one worker for every eight people diagnosed HIV+. The ratio
probably jumps to about one in seven when developed countries are
excluded.

Suppose millions of new HIV workers are hired and ten years from now
the epidemic begins to be brought under control. The same number of
HIV-related jobs with fewer and fewer new HIV patients, and a work
force with no skills other than administering colorful pills to
zombies. It wouldn't be humane to put them out of work, so they will
ensure HIV continues to spread to provide eternal employment.
I believe I already mentioned the way it works in the USA. Here in
the U.S. the federal government spends several trillion dollars on
HIV/AIDS programs each year. The money goes to local AIDS treatment
and "prevention" programs, with the local AIDS clinic's budget
dependent on how many patients it treats. More HIV patients means
bigger budget, more staff, and more overtime hours for everyone.
The mission of the AIDS programs are to prevent HIV, but they are
financially rewarded for failing to prevent infections by being
given a larger budget the next year.
