Chicanos Por La Causa, one of the Valley's largest Hispanic
non-profits, is pulling out of a program that helps people with HIV
and AIDS, even as the minority group is one of the fastest-growing
demographics affected by the disease.

The decision left county and program officials scrambling to find
another Hispanic non-profit to pick up the services, which range from
managing cases to behavioral-health and nutrition programs. The
programs are funded through the Ryan White CARE program, which gives
about $2 billion per year to local governments to help about 500,000
people nationally who have HIV or AIDS and don't have adequate health
insurance or are low-income.

Chicanos Por La Causa is scheduled to receive $284,992 in Ryan White
money this fiscal year, up from $256,908 the year before. The
non-profit has offered Ryan White programs for seven years, said
Edmundo Hidalgo, CEO of the organization. It was one of about two
dozen agencies in Maricopa and Pinal counties that applied for the
money, which is managed by a local committee and overseen by Maricopa
County.

The Ryan White money wasn't enough to sustain the program long-term,
Hidalgo said: The non-profit would have lost $45,000 if it had
continued the program through the end of the fiscal year.

"We're disappointed that we're not able to continue the program,"
Hidalgo said. "Obviously there was a lot of hurt. There were a lot of
clients that were very upset, very disappointed. But you have to do an
evaluation and determine the viability of a program and services. This
was the best decision for CPLC."

More than 12,000 Arizonans have HIV or AIDS, and about 70 percent live
in the Valley.

The final sentence is amusing: HIV *OR* AIDS.

How much does Edmundo Hidalgo earn as CEO of the non-profit organization?

As for Ryan White CARE funds, well they seem to be unlimited and cover
all "HIV/AIDS-related" medications including Viagra for the side-effect
of erectile dysfunction allegedly caused by HIV medications.  Some of
the free Viagra tablets are traded for crystal meth, and both are used
to fuel wild sex orgies in Palm Springs.

This is true and if you don't believe me simply contact your local AIDS
clinic and ask if they provide free Viagra.  Viagra tablets cost $15
each if you pay for them yourself, and they probably charge $50 each to
the Ryan White program since that cost is trivial compared to ARV pills
that cost $500 each.

It seems to me that if HIV/AIDS programs are having budget problems, then
they should stop paying for Viagra and use that money to provide the
behavioral-health and nutrition programs that are supposedly more vital
than week-long sex orgies in Palm Springs.

Hispanic non-profit Chicanos Por La Causa Inc. has reversed its
decision to pull out of a program that helps people with HIV and AIDS.

The organization will continue to offer the Ryan White CARE program
through February 2009 to its clients, who are mostly Latino and among
the fastest-growing groups that are contracting the disease.

The turnaround came after Maricopa County Supervisor Mary Rose Wilcox
and state Rep. Robert Meza, D-Phoenix, promised to raise about $43,000
from private donors to keep the program going. Meza also works in
business development and community outreach for the non-profit
organization.

Surprise, surprise, it was all about bargaining for more funding.
