I'll admit he's hypocritical for refusing to submit to an HIV test,
but he is correct in that segregated quarantine is the only way to
prevent spread of the virus.  It is also cheaper in the long run,
though with a much larger upfront payment to prevent costly new
HIV cases in the future.  Failure to quarantine means paying tens
of thousands of dollars per year to keep HIV patients "alive"
longer to infect countless others per year, each one costing tens
of thousands of dollars per year to treat, and each one infecting
countless others per year.  Even Africans aren't that bad at math.

An even better solution would be to simply stop all 'HIV testing.'

However, in the short term, it probably wouldn't be a cheaper solution
because patients who have been coerced into taking killer HIV drugs
would probably seek financial compensation.

They can seek financial compensation when they've compensated everyone
they've infected with their virus.

I also believe that the HIV virus has mind-altering abilities that
causes both extreme sexual promiscuity as well as a delusional
belief that the virus doesn't exist and/or is harmless.  Similar to
the way the rabies virus causes agressive biting, except that HIV
is much more sophisticated in that it has the ability to induce
specific abstract thoughts (that the virus is harmless and that the
antiviral drugs that suppress the virus are dangerous).
