The English is very poor, however it seems to suggest that during the
next three years the number of HIV cases in China will jump from
650,000 to 20,000,000.
Presumably China is following the rest of the world with this 'aim
high' approach to estimating the number of HIV cases.

China suppresses the truth, so if it admits to 20 million cases then the
real figure is far higher. The current figure of 650,000 is impossibly
low, so what they are rectifying the figure slightly to avoid being
accused of lying. They still are lying, just slightly less than before
and that is considered progress.
