Fake HIV treatments

Erm, I'm not sure what to make of this story.

ALL HIV treatments are fake, so it's a bit difficult to understand
what these people are being accused of.  Presumably it's down to the
technical issue of the paperwork not matching up with what was
prescribed.

The figures in the article suggest each patient received about half a
million dollars of 'treatment,' which just goes to show how much money
there is sloshing around in the system for HIV+ patients.

I'm not sure why the patients were paid $25 per visit.  Is it some
sort of incentive to encourage poor people to allow themselves to be
pumped full of deadly drugs?

Eleven suspects were arrested Thursday and were in county jails. One
person was at large, according to prosecutors with the Florida
Attorney General's Office, which led the two-year investigation.

Prosecutors said the Belle Glade Family Health Group, which has since
closed, recruited 10 to 13 HIV positive patients to receive
treatments. Patients were paid $25 per visit and were given vitamin
shots instead of $4,000-per-session infusion treatments that were
billed to Medicare and Medicaid, prosecutors said."

I wonder why that took 2 years and how many millions were spent
to investigate.
