100% prevention already possible: moral responsibilty.

Spend that money on something worthwhile like Cancer.... and not the
kind acquired via HPV (same group of morally challenged individuals)

Considering how one can get terrible immune system problems from doing
what their doctors tell them, after following currrent nutritional
advice and eating a lot of highly immunosuppressive "essential fatty
acids" (fish oil is very bad in this context), your notion needs a bit
of revising, though I do agree that some people are engaging in
behaviors that will lead to "AIDS" like problems.  However, they are
being told that a condom will prevent such problems almost all the
time, and that is just not the way it is.
