TB on the increase

why is that now that TB is becoming to get out of control in this
country. TB use to be a problem in developing countries like Africa,
but it now sense that TB is not only a problem in poorer countries.

Well here in the USA we've seen a rise in TB cases, but the gov't
refuses to do anything about it.  The concept of quarantine
disappeared when the HIV epidemic began, as it set the precedent
of treating a contagious disease as a "lifestyle option" and the
idea that carriers can't be quarantined lest their precious civil
rights be violated.  And since TB in the USA is still largely
confined to HIV patients and immigrants (presumably non-white
immigrants), TB control becomes impossible as any attempt to
contain it means violating the special civil rights of the HIV+
as well as non-white immigrants, as they make up the majority of
TB cases.
